Supply, Delivery, Installation, Testing and Commissioning of Off-Grid Solar PV and Battery Energy Storage Systems
SKY Think Tank Ltd. invites eligible and independent Economic Operators to submit sealed tenders for the supply, delivery, installation, testing and commissioning of two integrated off-grid solar photovoltaic and battery energy storage systems in Gozo, Malta.
This procurement is associated with CAP SP Measure 3- "Empowering Communities to Act as Environmental Stewards" (LEADER), GAG/2025/M3/003, supported through the CAP Strategic Plan 2023-2027 (LEADER) via the Gozo Action Group Foundation (GAGF).

Scope at a glance
- Two integrated off-grid PV/battery systems comprising 2 AC storage controllers (minimum 3.6 kW each),
- 2 compatible base/control systems and mounting kits, 2 batteries (minimum 6.0 kWh each),
- 2 compatible single-phase meters/CTs,
- 10 bifacial PV modules (minimum 640 Wp each; minimum 6.40 kWp total),
- flat-roof mounting,
- complete electrical/earthing scope, installation, testing, commissioning and handover documentation.
Equivalent products are accepted where all published minimum requirements are met or exceeded.
How to submit
Submit one original signed tender in a sealed package marked “STT/CFT/01/2026 - Supply, Delivery, Installation, Testing and Commissioning of Off-Grid Solar PV and Battery Energy Storage Systems - DO NOT OPEN BEFORE THE OFFICIAL TENDER OPENING” and deposit it in the tender box at 73/3, Xandriku Street, Nadur, Gozo, NDR 1079, Malta no later than 21 September 2026 at 12:00 noon (CEST). Late or electronic tenders will not be considered.
